The org has an 18-label taxonomy (Kind/, Priority/, Status/, Reviewed/, Compat/Breaking) that agents never used, because nothing pointed at it. Kind/Bug had been applied twice, ever. Document the real set, make one Kind/* label required on every issue and PR, and map the outside-skill vocabulary onto labels that exist. Details

The five labels this doc named (needs-triage, needs-info, ready-for-human,
wontfix) do not exist in the tracker. The org has an 18-label taxonomy
